Radiological emergency response planning is an essential step prior to the development of nuclear power for any country. This planning must take into account each countries geological, environmental and cultural element. Indonesia has been considering the use of nuclear power for several years. Potential sites have been investigated and these have included in the national plan as an alternative solution for power production. However, Indonesia lies within the Pacific Ring of Fire; around 129 out of 500 volcanoes in Indonesia are still active, and volcanic eruptions occur on a frequent basis. In addition, Indonesian archipelago formed by three major plates that continuously collide and move – the Eurasian Plate, the Pacific Plate, and the Indo-Oceanic-Australian Plate- making the entire Indonesian archipelago is relatively unstable. However, the Indonesian government has the responsibility to provide the regulatory infrastructure, including the emergency response plans, in anticipation of the development of a nuclear power program and to ensure the safety of the current practices.
Indonesian preparedness for response to a radiation emergency will be investigated by using the IAEA\’s graded approach methodology for an integrated emergency planning. The initial step in this research is to obtain and update information about the existing regulations on the emergency preparedness and response system in Indonesia. Applicable treaties, in addition to regional and international cooperation, ratified by the Indonesian government, will also be explored. Current aspects of Indonesian nuclear power interests will also be introduced. An assessment will be made to the applicable organizational structure for emergency response and the effectiveness of the current regulations will be evaluated. Weaknesses of the current regulatory infrastructure and the emergency system will be highlighted. Subsequently, improvement will be proposed, based on the guidance and recommendations by the International Atomic Energy Agency
