Detection is the first of three functions of a PPS. Detection equipment is needed to discover the actions of an adversary, both overt and covert. Successful detection is a three step process:

  1. Sensing -  Sensing occurs when a sensor initiates an alarm.
  2. Alarm communication - Information from the sensor is transmitted so that it may be assessed.
  3. Assessment - A person reviews information from the sensor to determine whether or not the initiating cause of the alarm was an action by an adversary.

It is important to note that all three steps must be completed for detection to occur. The effectiveness of the detection function is measured by the probability of sensing adversary action and the time required for reporting and assessing the alarm.
