Principles are the guiding values of the organization.  Individuals within the organization should be inculcated with these principles, and they should be applied consistently across the organization.

The main principles of nuclear security culture are:

  • Motivation;
  • Leadership;
  • Commitment and responsibility;
  • Professionalism and competence;
  • Learning and improvement.

 These principles can translate into value statements, such as:

  • Security is the responsibility of every person in the organization.
  • All employees have a duty to challenge, question, and report on security issues.
  • On-going, effective security training is essential, so it must be kept up-to-date, and its effectiveness must be checked frequently.
  • Teamwork is critically important when resolving security matters.
